The data for this graph comes from Ontario's Ministiry of Municipal Affairs, specifically their Municipal Information Returns. The map outline is from Ontario's Open Data Portal, in the Land Information Municipal Boundary file.
Not much information can be gleaned from the choropleth as the size of budgets is simply reflective of the major cities and population density. However, I was struck by one thing, there are some adjacent regions that have starkly contrasting colours. For example Tweed and its neighbour the Township of Tudor and Cashel.
